There are at least a few free, private FFXI servers running. I played it on release back in the day, but I was pretty underwhelmed. It starts off extremely slow and it's pretty inaccessible. If you're into the whole MMO scene, WoW is probably an objectively better game.

Well, I haven't seen a single private server, and I've searched and searched. Overall, if you're tight on money, just pirate something. All MMOs are the same, so you might as well play a free one.

I found five in as many minutes. Granted they're a bit rare as it's a bit tricky because setting up a private server for FFXI also entails emulating PlayOnline, rather than just hacking the client. But regardless, it's still not a game I can recommend. This is an example why: they made a boss that was more-or-less unkillable for various mathematical reasons. Their response to complaints? Make it stronger.
